SUMMARY
Support the Rating Career Domain Continuum (RCDC) Task Order under the Navy's Learning Stack (LS) program by serving as a hybrid Systems Engineer and Agile Scrum facilitator, supporting requirements elicitation, requirements decomposition, traceability matrix updates, Agile team management, test validation support, and technical document coordination.
ESSENTIAL DUTIES & RESPONSIBILITIES
Collaborate across Integrated Product Teams (IPTs), engage directly with the Government Product Owner(s), support Scrum ceremonies, and maintain compliance with the PWS, CDRL, and QASP requirements.
Work closely with the PM, Systems Engineering team, Cybersecurity team, DevSecOps engineers, and Government stakeholders to drive Agile backlog grooming, maintain strong requirements traceability, ensure configuration management integrity, and contribute to the RCDC's successful execution.
Support elicitation, decomposition, and documentation of functional and non-functional system requirements.
Maintain the Requirements Traceability Verification Matrix (RTVM) throughout the lifecycle.
Facilitate Scrum ceremonies, including daily standups, sprint planning, sprint reviews, and retrospectives for cross-functional Agile IPTs.
Manage and prioritize Agile backlog items, ensuring traceability to PWS requirements and alignment to sprint and PI objectives.
Coordinate updates to the Software Development Plan (SDP) and Technical Reports with SMEs and Technical Leads.
Document integration requirements, system interface definitions, and technical dependencies.
Participate in validation and verification activities, supporting creation of user acceptance criteria and test traceability artifacts.
Track performance metrics for Agile iterations (velocity, cycle time, backlog churn) and support reporting in the Enterprise IT Performance Metrics Report.
Contribute to transition planning activities by supporting knowledge transfer documentation and sustainment onboarding workflows.
Ensure alignment with Navy cybersecurity policies (e.g., RMF 8510.01, NIST SP 800-171) as related to requirements definition and technical validation.
Maintain regular and punctual attendance.
Perform other duties as assigned.

Job Requirements:
MINIMUM QUALIFICATIONS
Bachelor's degree in Systems Engineering, Information Systems, Business Analysis, or related technical field.
Five plus (5+) years of experience in Agile/Scrum-based requirements engineering for DoD IT projects.
Demonstrated experience with requirements decomposition, traceability, and risk tracking.
Certified ScrumMaster (CSM) or SAFe Practitioner certification.
Proficiency with JIRA, Confluence, Microsoft Office Suite, and Agile backlog management tools.
Strong technical writing skills and experience drafting user stories, acceptance criteria, and technical documentation.
Familiarity with DevSecOps pipelines, continuous integration/continuous delivery (CI/CD) concepts.
Ability to obtain/maintain Secret clearance (generally, this requires U.S. Citizenship).
Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
Experience supporting Navy programs, preferably PMW 240 or NAVWAR.
Familiarity with RPOC onboarding, RAISE 2.0 compliance, and Agile security gate integration.
Previous experience coordinating integration of third-party vendor applications.
WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.

The expected travel time is less than 25%.

Work is expected to be remote; however, the company reserves the right to require onsite work.

COMPENSATION & BENEFITS PACKAGE
Pay range: $90,000 to $120,000 per year.
